Add user notification email subject

This is the subject of the email that is sent when a user is added in the system. Available variables are:

<TMPL_VAR NAME=PRODUCT_NAME> The name of the Product in System -> Configuration
<TMPL_VAR NAME=TITLE> User's title
<TMPL_VAR NAME=FORENAME> User's first name
<TMPL_VAR NAME=SURNAME> User's last name
<TMPL_VAR NAME=EMAIL> User's email, will also be used as web login if set

<TMPL_VAR NAME=PERSON_PASSWORD> Web password
